Payinthi (128 Prospect Road, Prospect), including Council offices, Prospect Library and Newmarch Gallery, will close on Thursday 25 April 2024 for the ANZAC Day Public Holiday.

Calls made to Council on 8269 5355 will be transferred to our after-hours service centre, but our online services will still be available, and items (excluding large toys) can be returned in our after-hours return chute on Prospect Road.

All Council services will resume on Friday 26 April 2024.

Committees and Reference Groups

Council has established the following committees in November 2022 to assist with efficient and effective works in conjunction and partnership with many committees and reference groups.

Audit & Risk Committee

Council’s Audit and Risk Committee (the Committee) now has a new name and operates under Section 126 of the Local Government Act 1999.  The Committee’s role is to oversee and monitor the effectiveness of Council in carrying out its responsibilities for accountable financial management, good corporate governance, maintaining an effective system of internal control and risk management, and fostering an ethical environment.

The Committee meets a minimum of four times a year at Payinthi, 128 Prospect Road, Prospect.

The Audit and Risk Committee has appointed meetings for 2024 to be held on Monday or Wednesday evenings, commencing at 6:00pm in the Tirkanthi Kuu Room, for the following dates:

  • 12 February 2024
  • 8 April 2024
  • 8 July 2024
  • 14 October 2024
  • 2 December 2024

The Audit Committee agenda, associated reports and minutes of previous meetings are published online under Agendas and Minutes by the Friday prior to the meeting.

Chief Executive Officer's Performance Development Review Committee

Chief Executive Officer's Performance Development Review Committee is appointed by Council as a section 41 Committee under the Local Government Act.

Role: The objective of this committee is to determine relevant Key Performance Measures in review of the performance of the Chief Executive Officer (CEO). This review process will be undertaken against the agreed Key Performance Measures in accordance with the terms of reference. Responsibilities of this Committee include:

  • developing and endorsing the Key Performance Measures for the performance of the CEO
  • undertaking the annual performance development review of the CEO
  • receiving the results of the CEO's performance appraisal
  • make recommendations to Council regarding the remuneration and employment conditions of the CEO

The Chief Executive Officer's Performance Development Review Committee meets at a minimum biannually, and as required. Agendas and minutes of previous meetings are published online under Agendas and Minutes.

Council Assessment Panel (CAP)

The Panel is the body established by Council to be a relevant authority appointed pursuant to Section 83 of the Planning, Development and Infrastructure Act, 2016.

Role: to make decisions on development applications presented by Council planning staff as required by the planning, Development and Infrastructure Act 2016.

Eastern Health Authority (EHA)

Under Section 43 of the Act, City of Prospect, in combination with other constituent councils, establishes this committee for the purpose of providing public and environmental health services primarily to and within member areas

Role: establishes and uses its authority to promote and protect environmental health within the area of constituent councils.

The Board of Eastern Health Authority Meets five times a year at the EHA Office, 101 Payneham Rd, St Peters.

Strategic Planning and Development Policies Committee

The Committee is appointed by Council as a Section 41 Committee (under the Local Government Act) and has the authority to require any information it sees as relevant to its activities. Responsibilities of the committee are as set out in section 101A of the Development Act.

Role: The objective of the Strategic Planning & Development Policies Committee (the Committee) is to provide assistance and advice to Council in relation to preparing Development Plan Amendment (DPA) proposals, and to act as a source of advice to the Council and Chief Executive Officer (CEO).

The Strategic Planning and Development Policies Committee meets annually.
