Payinthi (128 Prospect Road, Prospect), including Council offices, Prospect Library and Newmarch Gallery, will close on Thursday 25 April 2024 for the ANZAC Day Public Holiday.

Calls made to Council on 8269 5355 will be transferred to our after-hours service centre, but our online services will still be available, and items (excluding large toys) can be returned in our after-hours return chute on Prospect Road.

All Council services will resume on Friday 26 April 2024.

City of Prospect has a vibrant local economy with over 2,000 local businesses across retail, hospitality, health care, education and training, and service-based industries.

As a Council, we know we are a facilitator of economic activity and play a strong role in creating the right environment for business to prosper. This includes a focus on how we engage with business, deliver a business-friendly approach ensuring infrastructure is maintained and supports economic need, and to encourage new investment.

This is why we are pleased to present City of Prospect’s 2023 – 2027 Economic Development Growth Strategy. The strategy provides a city-wide approach aimed at supporting our main streets, business precincts, small businesses, entrepreneurs, and home-based businesses.

The actions within this Economic Development Growth Strategy not only align to the Council’s Strategic Community Plan, they also create a road map to grow economic prosperity for the region. This includes fostering local business opportunities, encouraging investment, driving visitation, and creating the right business environment for local business to thrive in the years to come.

Regional Public Health and Wellbeing Plan for the Eastern Health Authority Constituent Councils 2020-2025.

Better Living Better Health 2020-2025 is the regional public health and wellbeing plan for the Eastern Health Authority Constituent Councils – the Cities of Burnside, Campbelltown, Norwood Payneham & St Peters, Prospect, and the Town of Walkerville.

Better Living Better Health 2020–2025 builds on regional strengths and addresses regional challenges.  It also considers priority populations identified in South Australia’s State Public Health Plan 2019-2024, including Aboriginal people, people experiencing socio-economic disadvantage, and people from culturally and linguistically diverse backgrounds.

Asset Management Plans

An Asset Management Plan is a comprehensive document that outlines how we will operate, maintain, renew and dispose of our existing assets together with providing for new assets to ensure that:

  • Services delivered by assets are sustainably provided to the community,
  • Risks associated with service provision are minimised, and
  • Lifecycle costs are contained.

Open Space Strategy

Council’s Open Space Strategy was endorsed in May 2018. It outlines our direction for determining the planning, level of future expenditure, maintenance expectations, upgrades and implementation. The Strategy will improve our Parks/Reserves, implementing innovative techniques including sustainable practices to create and deliver broadened opportunities for open space. These opportunities will align with local demographics and cater for the needs of the community and for generations to come.

Park/Reserve and Playspace Upgrades
The Open Space Strategy categorises each of our Parks/Reserves as Short-Term (1-5 years), Medium-Term (6-10 years) and Long-Term (11-20 years) for a focus on major design work and upgrades.

We are in the process of auditing and establishing a timeline for our parks that are listed in the Short-Term (1-5 years) category in the Open Space Strategy. The timeline will determine the level of works for each of the nominated parks over the next 5 years.

We will seek the community’s feedback as the first step to any design work and upgrades.
Community consultation will be the first step as part of the planning and design stage, and in conjunction with other local data such as demographic information, each park/reserve will be upgraded accordingly.

Replacements of Open Space Assets
Minor upgrades and replacement of park assets will occur each year on an as-needs basis. We are developing our Asset Management Plan which will assist in a proactive approach to replacement of our Open Space assets.

Tree Strategy 2021 – 2026

Tree Strategy 2021-2026 cover

Council’s Tree Strategy sets out a vision for protecting and enhancing City of Prospect’s leafy character for future generations. The Strategy provides the framework for Council’s roles and responsibilities to plant more trees while maintaining and protecting our existing trees, and engaging with our Community to protect and plant trees on private land.

The Tree Strategy is intended to be a foundational five year plan to set up an asset management framework for managing the City’s trees as assets, to incorporate and prioritise the Green Tunnel Planting Program and to capture current issues, challenges and opportunities. The intention is for the Strategy to be reviewed every five years to meet changing priorities and incorporate new technologies and innovation.

Access and Inclusion Plan

Disability Access and Inclusion Plan cover

City of Prospect is committed to building strong communities which has friendly and welcoming places where everyone can enjoy our comprehensive range of environments and experiences and also feel like they belong and want to contribute.

This Disability Access and Inclusion Plan (DAIP) will help provide inclusive equity and access to all Council services, facilities and functions.
Any person with disability has the right to inclusion and equality by accessing and participating in all aspects of community life and over many years, Council has undertaken a number of initiatives to create opportunities for people with disability and their carers.

This DAIP process involved comprehensive community consultation, and talking to relevant stakeholders, it has shown Council that more still needs to be done.

Barker Inlet Stormwater Management Plan

Barker Inlet Stormwater Management Plan - cover

The Barker Inlet Central Stormwater Management Plan (SMP) is a strategic plan that identifies existing stormwater-related issues and opportunities for improving stormwater management, while guiding future decision-making on how Council can manage flood risk and improve the quality of stormwater in the region. The SMP was developed in compliance with the Local Government (Stormwater Management) Amendment Act 2016 for the City of Port Adelaide Enfield, City of Prospect, and the City of Charles Sturt. The SMP was prepared in consultation with Green Adelaide and the Stormwater Management Authority,  who formed the Project Steering Committee responsible for direction and technical review of the plan and the proposed strategies.

The SMP process included preparation and development of various stormwater strategies in order to resolve identified stormwater issues, such as flooding, water quality and harvesting/reuse, amongst others.  This included detailed two-dimensional hydraulic modelling of the catchment, taking into account Council’s existing stormwater drainage network, existing and future development potential, rainfall and climate change.  This hydraulic modelling identified significant flooding is likely in the north-western corner of the City of Prospect in the vicinity of Churchill Road and Charles Street.

Message from the Mayor

"I am confident that working together with respect, we will achieve this.

City of Prospect has a proud history of community; however, our association with the South Australian landscape is a mere dot on our continent’s history. Aboriginal and Torres Strait Islander people have been the custodians of this land for more than 60,000 years, making them the oldest Indigenous culture in the world. It is with this knowledge that we recognise Aboriginal and Torres Strait Islanders as the first Australians with a unique place in our cultural history.

I see reconciliation as vital for all Australians in our search for identity and, on behalf of City of Prospect; I am genuinely committed to driving positive change. It is in the spirit of mutual respect, equality, and building genuine, positive relationships with lasting impact, that I present our 2018- 2020 Innovate Reconciliation Action Plan to you.

This plan embeds reconciliation across all City of Prospect business practices, and focuses on Kaurna people’s connection to the local area, strengthening our relationships, supporting Aboriginal and Torres Strait Islander businesses, demonstrating respect, providing opportunities for cultural learning and career development and celebrating our shared successes.

We look forward to the time when the goals of our first Australians are shared goals. Ultimately, we look forward to deep and lasting reconciliation between Aboriginal and Torres Straight Islanders peoples and the broader community that leads to recognition of a shared history and a common future, intrinsically bound as one people, with one history - a remarkable story about a journey that has come so far and yet is always at the beginning."
