Payinthi (128 Prospect Road, Prospect), including Council offices, Prospect Library and Newmarch Gallery, will close on Thursday 25 April 2024 for the ANZAC Day Public Holiday.

Calls made to Council on 8269 5355 will be transferred to our after-hours service centre, but our online services will still be available, and items (excluding large toys) can be returned in our after-hours return chute on Prospect Road.

All Council services will resume on Friday 26 April 2024.

Elections

City of Prospect has a new Council with the following members provisionally declared by Electoral Commission of South Australia (ECSA);

Mayor - Matt Larwood

North Ward - Thuy Nguyen and Jason Nelson

West Ward - Kristina Barnett and Trinh Nguyen

Central Ward - Mark Groote and Alison De Backer

East Ward -  Mark Standen and Lillian Hollitt

These members were sworn in on Tuesday 22 November 2022 at Payinthi.

Election signs are allowed. Legislative changes that took effect during 2021, have only banned corflute or plastic signs on public property for local government elections. Signs made of other materials are therefore legal – including corflute or plastic on private property (subject to development approval, ECSA publication of election material information and Council’s directions as given in its General Approval and Frequently Asked Questions).

Yes. Candidates are no different from a member of public applying to have a stall.

If accepted as a stallholder, Candidates will be required to adhere to City of Prospect’s Bylaws in relation to Election Signage for their stalls.

This means that their stall cannot use corflutes or plastic signs as these are banned.

Candidates can commence their campaigning as soon or as late as they wish, with Council’s Bylaws providing the following guidance. For example;

  • On public land, election signs (not corflute or plastic) can be erected on public roads from Thursday 13 October 2022 until 10 November 2022 - subject to  SAPN General Approvals and DIT General Approvals.
  • On private land, election signs that are plastic, corflute, or made from other materials can be erected - but may be subject to development approval and timeframes for display (Thursday 13 October 2022 until 10 November 2022) if the total signage is over 2mtr2.
  • On public land, distributing anything to a bystander, passer-by or other person or posting bills on structures or preaching /canvassing can occur from Thursday 13 October 2022 until 10 November 2022.
  • On private land election signage such as  A4 or A3 posters, flyers and brochures are permissible - but may be subject to development approval and timeframes for display (Thursday 13 October 2022 until 10 November 2022) if the total signage is over 2mtr2.

Outside of these matters, the Electoral Commission of SA and the Local Government Association of SA provide great information regarding social media campaigning that Candidates may wish to view.

Council encourages Candidates to contact ECSA direct regarding this question. The “Campaign Donation Returns Form” states that candidates must disclose the following with a hefty $10,000 penalty if found to be providing false or misleading information;

  • The total amount or value of all gifts received during the disclosure period
  • The number of people who made those gifts
  • The amount or value of each gift
  • The date on which each gift was made
  • Details of persons and organisations (donors) making those gifts

Council encourages members of the public/Candidates to contact the Electoral Commission of South Australia (ECSA) in the first instance as the relevant independent authority responsible for the coordination and administration of the Local Government Elections.

As a general rule however, if you wish to make a complaint about;

  • the placement of a sign or poster on public land, please contact the City of Prospect Council, customer service.
